The CT TECH+ initiative is funded by the European Union and jointly implemented by UNOCT and INTERPOL. CT TECH+ supports Member States in strengthening their capacities to counter the use of new and emerging technologies for terrorist purposes, in full compliance with international human rights law. The AI stream of work under the initiative aims to explore the dual-use nature of AI in the context of terrorism, enhancing Member States’ capacities to prevent and respond to the malicious use of AI by terrorist actors.

New and emerging technologies will transform support for victims of terrorism worldwide. From mental health tools enabled by Artificial Intelligence to joined-up service referral systems, the United Nations Office of Counter-Terrorism (UNOCT) is exploring new solutions to the most critical gaps in survivor care. The “Tech for Victims of Terrorism” project is a first-of-its-kind initiative, led by UNOCT through the Global Victims of Terrorism Support Programme implemented by the United Nations Counter-Terrorism Centre (UNCCT).
This project explores how AI and new technologies can be leveraged in the pursuit of Member State commitments to improve and expand the assistance available to victims of terrorism, aligning digital tools with victim needs to establish a clear path for safe, responsible, and victim-centred digital innovation.
In 2026, UNOCT launched the Gap Analysis of Digital Tools to Support Victims of Terrorism and a series of Working Groups to inform a new Toolkit for Technology-Enabled Support to Victims. This toolkit will establish a clear path for Member States and the private sector to engage in safe, responsible, and victim-centred digital innovation.
The AI for Parliamentarians initiative is jointly implemented by UNOCT’s Cybersecurity and New Technologies Programme and the UNOCT Parliamentarian Engagement Programme. The project supports Member States’ legislative bodies in enhancing understanding of artificial intelligence and its implications for counter-terrorism and preventing violent extremism. Through an interactive curriculum and a series of regional trainings, the initiative aims to equip parliamentarians and parliamentary staff with the knowledge and skills to develop balanced, human-rights-compliant legal and policy frameworks governing the use of AI in counter-terrorism. The training introduces foundational AI concepts, governance models, ethical considerations, and practical applications of AI relevant to parliamentary oversight.

A ‘Train the Trainer’ curriculum will further equip practitioners to disseminate knowledge and foster peer-to-peer learning. By combining knowledge-sharing, training, and stakeholder engagement, the initiative aims to advance the integration of AI into effective PCVE strategies and programming.
